The Nigerian government barred nine airlines from entering the West African nation as it resumed international flights operations.

The airlines are: Air France, KLM Royal Dutch, Lufthansa, Etihad Airways, RwandAir, Air Namibia, Royal Air Maroc, Emirates and TAAG Angola.

Some of the airlines were denied permission to enter because Nigerians with tourist visas have been banned from entering those countries. The ones that fell under this category were: Air France, KLM Royal Dutch, Lufthansa and Etihad Airways.

Minister for Aviation Hadi Sirika had said that Nigeria will bar entry to nationals and airlines of countries that do not allow Nigerians to enter their territories amid the COVID-19 pandemic.

The other airlines, with the exception of RwandAir, were barred because their nations had not yet resumed international flights.

Meanwhile, 14 airlines were given the green light to operate in the country. They are: Middle-East Airlines, British Airways, Delta Airlines, Qatar Airways, Ethiopian Airlines, EgyptAir, Air Peace, Virgin Atlantic, Asky, Africa World Airways, Air Cote-d’Ivoire, Kenya Airways, Emirate, and Turkish airlines.

On Saturday, Sirika announced the reopening of Abuja and Lagos airports for the resumption of international flights.

The resumption of international flights, initially set for August 29, had been postponed by a week to make adequate preparation in line with the COVID-19 protocols.

Nigeria had suspended domestic and international flights in March in an attempt to contain the spread of the COVID-19 pandemic.

Russia (in Europe) RU The US has issued an Executive Order, placing an embargo on the area covering Donetsk People’s Republic and Luhansk People’s Republic as follow: - Imports into the United States from, and exports to, the Covered Regions are prohibited. - U.S. persons also are prohibited from making new investment in the Covered Regions and facilitating any transaction by a foreign person that would be prohibited if performed by a U.S. person or within the United States. - Furthermore, the EO provides authority to designate as Specially Designated Nationals (“SDNs”) individuals and entities that operate in the Covered Regions; are leaders, officials, senior executive officers, or members of the board of directors of entities operating in the Covered Regions; are owned or controlled by, or acting on behalf of, an entity blocked under the EO; or materially assist an entity blocked under the EO. The US Government has indicated (link) that “these measures are separate from and would be in addition to the swift and severe economic measures we have been preparing in coordination with Allies and partners should Russia further invade Ukraine.” Given that President Putin has apparently ordered Russian troops into the DNR and LNR regions, it is anticipated that additional sanctions may be imposed soon. The Canadian Foreign Minister announced that Canada will be imposing economic sanctions affecting the Covered Regions, but it was not yet disclosed what these measures will look like. This allows the import process to resume, enhancing food security through diversifying import sources. In line with the Ministry’s strategic objectives, it has been decided the following: 1. Lifting the ban on the import of all types of live domestic and wild birds, ornamental birds, hatching eggs, day-old chicks, untreated poultry products (poultry meat and table eggs), and their untreated offal from Belgium, provided that the attached health certificate forms are adhered to. 2. United States US On 13 May 2024, the US Centers for Disease Control and Prevention (CDC) issued a final rule that makes changes to the importation requirements for dogs into the United States to address the public health risk associated with dog-maintained rabies virus variant (DMRVV). Specifically, the final rule requires airlines to: • confirm that a dog possesses all required import documentation prior to accepting it for transport; • ensure that foreign-vaccinated dogs from DMRVV high-risk countries only enter the US through a designated airport with both a CDC quarantine station and a CDC-registered animal care facility (ACF) and that the importer possesses a reservation with the CDC-registered ACF for examination, vaccination, and quarantine (if required); • create a bill of lading for all dogs entering the United States via air, including dogs transported as cargo, hand-carried, and as checked-baggage; • return dogs or cats denied admission to the country of departure within 72 hours after arrival, unless the animal is ill or injured and CDC has approved delaying the return of the animal; • arrange for transportation, housing, and care of an animal until it is either returned to the county of departure or cleared for entry into the US; • arrange for transportation of dogs and cats, that die en route to the United States or that die while detained pending determination of their admissibility, for necropsy requiring gross and histopathologic examination and any subsequent infectious disease testing based on the findings; • notify the CDC quarantine station of jurisdiction prior to transporting a dead dog or cat for a necropsy to determine whether rabies testing is required; • arrange for transportation of all sick or dead animals (regardless of vaccination status and country of origin) to a CDC-registered ACF or, under certain conditions, to another CDC-approved veterinary clinic as soon as possible; and US CDC Issues Animal Importation Final Rule to Address Dog-Maintained Rabies Virus Variant • transport healthy-appearing animals that are denied admission and awaiting return to their country of departure, or are awaiting a determination as to their admissibility, to a CDC-registered ACF within 12 hours.
